Leigh Hubbard PE, PMP, MS

Owner, President, and Principal Engineer

Leigh is a Professional Engineer (PE) licensed in Alaska and California with 20 years of engineering experience. Leigh is also a Project Management Professional (PMP) and holds a Master of Science in Civil and Environmental Engineering.

Leigh is a proud member of the Navajo Nation and a veteran of the US Army Infantry.

Leigh attended Dartmouth College before suspending his education to serve his country by enlisting in the US ARMY Infantry during the First Gulf War. He returned to Dartmouth after completing his service and graduated with a Bachelor of Arts in Earth Science and Anthropology in 1995. He worked as a Hydrologist with the US Geological Survey before returning to graduate school. He earned his Master of Science in Civil and Environmental Engineering from the University of California, Berkeley, in 2002. He has completed his post-graduate coursework in Civil Engineering, Business, Project Management, and Chemistry.

His representative Engineer Experience includes:

  • IHS Alaska Area SFC Director coordinating engineering planning, funding, design, & construction for over 200 Alaska Native communities (2019 - 2022)

  • Alaska Native Tribal Health Consortium (ANTHC) Design-Build Director supervising 80 engineering, construction, and technical professionals; annual $5M administrative budget; and $42 design and construction portfolio (2016 - 2019)

  • Indian Health Service (IHS) Project Engineer, in which he was the Project Engineer for 21 Tribal communities, managed 72 existing water treatment, wastewater treatment, water distribution/sewer collection, and solid waste projects serving 10,500 homes valued at $62.7M. He created, scoped, funded, and executed 73 water treatment, wastewater treatment, water distribution/sewer collection, and solid waste projects serving 5,400 homes valued at $81M. He also planned, designed, stamped, and supervised the construction of 13 water distribution, wastewater collection, and wastewater treatment projects serving 2,250 homes valued at $3.1M (2002 - 2016).

  • During his time with the IHS, he also served as an IHS Contracting Officer Technical Representative (COTR) from 2008 to 2013.

John Warren PE

Senior Design Engineer

John is a Professional Engineer (PE) licensed in Alaska with over 34 years of engineering design experience serving Tribal and commercial clients.

John is a proud member of the Kenaitze Indian Tribe and an original shareholder of the Cook Inlet Region, Inc (CIRI) regional corporation.

John graduated from the University of Arkansas with a Bachelor of Science in Civil Engineering in 1988.

John is a recognized national leader in the design of sanitation facilities. For the past 20 years, John has provided technical guidance and direction for an engineering design and construction portfolio of over $120M annually.  He has experience working with industry-leading oil, oil service, and pipeline management companies in the planning, designing, and constructing of advanced sanitation systems.  John has also patented an in-home sanitation system for remote communities and homes not served by piped water and sewer systems.

John is contributing author to the American Society of Civil Engineering  Cold Regions Utilities Monograph. He is also a published author of multiple articles on water treatment, disinfection, and contaminant removal. In addition, John has authored numerous articles and led presentations on climate change and its impacts on water treatment and public health on a global scale, including working in Copenhagen. Finally, John has authored training manuals on small water system operation and sanitation facility planning.

John has over 34 years of experience in design and leading design teams on hundreds of water and wastewater projects (project list available on request).

The Towering House engineering team consists of a licensed Professional Engineer and an experienced professional AutoCAD Drafter with over 40 years of combined experience working with Tribal and commercial clients.

The Senior Engineer’s experience includes the design of water and wastewater treatment facilities, water impoundment structures, a complex modular water treatment plant, community sanitation infrastructure relocation, community water distribution and sewer collection systems, bridge access, and bridge replacement and road realignment projects.

The Lead Civil3D Design Drafter & Project Manager’s drafting experience spans 22 years. It includes water and wastewater treatment facilities, community water distribution and sewer collection systems, street design, subdivision, and telecommunication compound layout, and building Digital Antenna Systems (DAS) projects.
